This bill makes emergency appropriations, meaning it provides immediate funding, to cover costs related to collective bargaining agreements for employees in specific groups, referred to as bargaining units (1) and (10), and their supervisors or managers who are not part of the bargaining units. This funding is specifically for fiscal year 2025-2026 and aims to resolve issues concerning temporary hazard pay, which is extra pay for employees working in dangerous conditions. The bill allocates over $67 million from general funds, along with smaller amounts from interdepartmental transfers and revolving funds, to cover arbitration awards for the University of Hawaii and other executive branch departments related to this hazard pay. These funds are in addition to any money already provided by a previous law, Act 29 of the 2025 Session Laws. The Director of Finance will distribute these funds to the relevant state departments, and any money not spent or committed by June 30, 2026, will be returned to the state. The bill also clarifies that if an employee's salary is paid from federal, special, or other funds, any increases from this bill will be paid from those same sources, unless those sources cannot cover the cost, in which case the Governor can approve using other funding.
