This bill exempts certain positions within the Department of Land and Natural Resources from the state civil service law, which governs state employment. Specifically, it exempts positions within the State Historic Preservation Division, including the administrator, assistant administrator, grants managers, coordinators for Hawaii and national registers, preservation planners, information system managers, intake specialists, librarians, archivists, administrative specialists, archaeologists, architects, architectural historians, branch chiefs, burial site specialists, cultural historians, ethnographers, historians, historic preservation analysts, and geographic information system technical assistants. Additionally, it exempts hydrologists and hydrologic program managers within the Commission on Water Resource Management. These exemptions mean that individuals in these roles will not be subject to the standard civil service hiring and management procedures, allowing for more flexibility in filling these specialized positions. The bill also makes a conforming amendment to the powers of the Commission on Water Resource Management to reflect this exemption. This change is set to take effect on July 1, 3000.
