This bill consolidates the Department of Health's authority to regulate food, drugs, and cosmetics into a single chapter of Hawaii Revised Statutes (HRS), specifically chapter 328, to improve food safety and streamline regulations. It establishes a food safety consultative and education program, allows for studies using the hazard analysis critical control points (HACCP) system, and creates a public information system for reporting poor food safety practices. The bill also introduces exemptions for producers of hand-pounded poi who sell directly to consumers, mandates priority processing for permits for agricultural processing facilities, and establishes a "food safety and environmental health special fund" to support these programs through fees collected for permits, licenses, and inspections. Additionally, it repeals duplicative provisions from chapter 321, HRS, and makes conforming amendments to chapter 328, HRS, to ensure adequate statutory authority for permits, fees, inspections, and enforcement.
