This bill amends the Child Care Act of 1969 to allow licensed day care centers to hire individuals as "Interim Conditional Child Care Directors" for up to 12 months while they complete required educational qualifications. To qualify, these individuals must provide proof they are enrolled in accredited college or university courses that meet the standards outlined in 89 Ill. Adm. Code 407.130, which are the administrative rules detailing educational requirements for child care directors. During this 12-month period, individuals with specific prior experience and educational backgrounds, such as at least two years as an early childhood teacher at the same center combined with a certain number of college credits in early childhood education and either a Gateways to Opportunity Level I Illinois Director Credential or specific training in administration, leadership, or management, are exempt from the full educational requirements. Alternatively, those with extensive early childhood education credits but lacking the credential or specific training must obtain them within the 12-month period.
