This bill allows county commissions to formally request that the Division of Highways, the state agency responsible for roads, prioritize specific local road repairs and maintenance. To do this, a county commission, working with the Division of Highways' local supervisor, must submit a petition detailing the road's name and location, its current condition, traffic volume, any complaints received, and estimates for the scope and cost of the repair. The Division of Highways is required to acknowledge the petition within 15 business days and provide a written decision within 90 days, either approving, deferring, or denying the request with an explanation for denial. For repairs estimated to cost over $100,000, the Division of Highways must hold at least one public hearing in the affected county after advertising for two weeks. Finally, the Division of Highways will provide an annual report to the Joint Committee on Government and Finance on the progress of these petitions.
