This bill appropriates $352,200,000 from the state's General Revenue Fund to the Department of Human Services for the Home Illinois Program, which aims to prevent and end homelessness across the state. This funding will support a variety of services including homelessness prevention, emergency and transitional housing, rapid rehousing (which helps individuals quickly move into permanent housing), outreach, and other related support services for those at risk of or experiencing homelessness, including veterans. The bill also specifies allocations for pilot programs, research, addressing racial disparities in homelessness, access to legal counsel, youth homelessness, supportive housing, shelter diversion, medical respite, and supportive housing for individuals with mental illness. This appropriation is set to take effect on July 1, 2026.
