This bill establishes a statewide pause, or moratorium, on closing or combining public schools for any reason except for severe structural problems or persistent safety and health dangers, and this pause will remain in effect until the West Virginia Department of Education (WVDE) proposes changes to the School Aid Formula, which is the system used to distribute funding to schools. The WVDE is required to examine school closures and consolidations that have been considered in the past five fiscal years and suggest adjustments to the School Aid Formula that would have likely prevented at least 80% of these closures, especially when financial and operational reasons were the basis for the proposed closures, and the Legislature will then decide whether to accept or reject these proposed changes.
