AI Summary
This bill amends the Illinois Municipal Code to grant municipalities more authority over sidewalks and parkways. Specifically, it allows municipalities to require property owners or occupants to maintain the sidewalks adjacent to their property in reasonable condition, which now explicitly includes making necessary repairs in addition to keeping them clear of snow and other obstructions. Furthermore, the bill introduces new provisions allowing municipalities to regulate the use and upkeep of parkways, which are defined as the area between the street curb and the property line where sidewalks are often situated, and to hold the abutting property owner, lessee, or occupant responsible for parkway maintenance, including tasks like trash removal, plant care, and lawn maintenance such as watering, weeding, and mowing.
