This bill prohibits medical professionals and counselors from performing or facilitating gender transition surgeries, administering puberty-blocking medications, or prescribing cross-sex hormones to minors, defined as individuals under 21 years old, with exceptions for minors born with medically verifiable genetic disorders of sexual development. It establishes penalties for violations, including license revocation and civil fines of up to $10,000 per occurrence for medical professionals and up to $5,000 per occurrence for mental health professionals, who may also be barred from working in educational institutions. The bill also prevents political subdivisions, which are local government entities, from enacting conflicting policies and protects individuals who report violations from retaliation, known as whistleblower protection. Furthermore, it prohibits the use of state funds for these restricted procedures and allows individuals harmed by violations to bring civil lawsuits.
