This resolution, adopted by the Senate, establishes a temporary rule, designated Rule 44A, which dictates that any bill that does not pass by specific "crossover dates" of March 13, 2026, and March 20, 2026, will be sent to the Committee on Rules for further consideration. Crossover dates are important legislative deadlines by which bills must pass one chamber of the legislature to be considered by the other. However, this rule includes several exceptions for critical legislative items, such as the transportation capital bill, the capital construction bill, the general appropriations bill (also known as "The Big Bill"), the fee bill, and tax/revenue bills. The Committee on Rules has the authority to either send these referred bills to another appropriate committee or place them on the Notice Calendar, which is a list of bills ready for floor action. This temporary rule will cease to be in effect once the Legislature adjourns for the legislative session.
