This bill mandates that public stadiums, sports centers, gymnasiums, and similar facilities hosting sporting events must have at least one Automated External Defibrillator (AED) on-site and ensure that an AED provider, defined as someone trained in cardiopulmonary resuscitation (CPR) and AED use according to American Heart Association or American Red Cross standards, is present during any sporting activity or when services are being rendered to the public for such events. If a trained employee or volunteer is not readily available, the facility operator must make best efforts to find a trained volunteer among those present, potentially through public announcements that specify AED locations, identify trained personnel, and outline how volunteers can identify themselves. Additionally, facilities must post placards at public entrances showing the location of AEDs, and the relevant department will establish regulations for the implementation and oversight of these requirements, with an exception for school-sponsored athletic events held in school gymnasiums.
