This bill amends existing Vermont laws to clarify where cannabis can be consumed, specifically by changing the definition of a "prohibited place" to mean any location where the use of tobacco products is already forbidden. This means that consuming cannabis, including by smoking or vaping, is now prohibited in the same places where smoking tobacco is not allowed, such as public streets, parks, and places of public accommodation. The bill also clarifies that possessing lighted cannabis or cannabis products, or consuming cannabis by inhalation of vapor, is prohibited in these same "prohibited places." Additionally, it grants municipalities the power to regulate or prohibit the possession of lighted cannabis or cannabis products in public places and to regulate or prohibit the consumption of cannabis in public places, aligning these regulations with those for alcoholic beverages. The changes are set to take effect on July 1, 2026.
