This bill relates to minimum preseason and in-season roster size requirements for interscholastic sports at certain schools. The bill requires the Iowa high school athletic association and the Iowa girls high school athletic union to adopt a policy establishing minimum preseason and in-season roster size requirements for all interscholastic sports sponsored by participating schools. The bill provides that if an interscholastic sports team sponsored by a participating school fails to meet the minimum roster size requirements established, the team shall not be allowed to participate in extracurricular interscholastic athletic contests or competitions sponsored by the Iowa high school athletic association or the Iowa girls high school athletic union. A student who was listed on the team roster on the last day immediately preceding the date on which the team became ineligible to participate in extracurricular interscholastic athletic contests and competitions is eligible, for the remainder of the season, to participate in that interscholastic sport at any public school located within 30 miles of the student’s attendance center that authorizes the student to participate, without formal agreement between the schools under Code section 280.13A. A student who participates in an extracurricular interscholastic athletic contest or competition pursuant to the bill shall be deemed to satisfy the residence requirements for purposes of Code section 256.46.
