This bill establishes a working group to improve how state and regional governments operate, with members appointed by various entities like regional planning commissions (groups that help plan for local areas), regional development corporations (organizations focused on economic growth in a region), state agencies, and municipalities (cities and towns). By December 2026, this group will produce a report detailing existing state programs that help municipalities, assessing their effectiveness, and proposing ways to strengthen regional governance and service sharing. The report will also offer recommendations for aligning regional plans with state processes and potentially reorganizing state boards and commissions. In collaboration with the Artificial Intelligence Advisory Council and the Division of Artificial Intelligence, the working group will explore how artificial intelligence (AI), a technology that allows computers to perform tasks typically requiring human intelligence, can be used to engage the public in their work and report, and will include incentives to improve social determinants of health, which are the conditions in the environments where people are born, live, learn, work, play, worship, and age that affect a wide range of health, functioning, and quality-of-life outcomes and risks.
