This bill amends existing Utah law to clarify and modify the requirements for products and services offered by "towing dispatch vendors," which are defined as companies providing technology to improve the efficiency, effectiveness, and transparency of dispatching tow trucks and managing their rotations. The bill specifies that these products or technologies must help reduce delays in requesting tow trucks, increase transparency and data collection in tow rotation operations, and enhance responder and traffic safety. Importantly, it prohibits these vendors from requiring tow truck operators to manipulate wireless devices in a way that violates traffic laws or to enter information into databases other than those already specified by law. The bill also clarifies that towing entities, such as government agencies or special districts, cannot charge tow truck motor carriers for dispatch services and that towing dispatch vendors cannot charge fees to tow truck motor carriers for dispatching. Additionally, it addresses preemption of local authorities regarding tow trucks, clarifies rules around abandoned vehicles, and establishes a process for suspending or removing tow truck carriers from rotations, including provisions for common ownership and appeals. The bill is set to take effect on May 6, 2026.
