This bill establishes the Free Degree Promise Program to provide tuition-free accelerated associate's degrees at the Community College of Vermont (CCV) for eligible Vermont high school graduates who have completed at least 20 college credits through CCV's Early College program, with the program covering tuition and fees after other financial aid, and offering support for books, transportation, and advising. Additionally, the bill amends the Vermont Higher Education Endowment Trust Fund to include the Vermont Student Assistance Corporation (VSAC) as a recipient of funds, allowing it to provide nonloan financial aid to Vermont students attending any Vermont postsecondary institution, and designates the State Treasurer as the chair of the Vermont Higher Education Endowment Trust Fund Council, which oversees the fund's investments and allocations. The bill also adjusts the timing and percentage of funds that can be withdrawn from the endowment for the University of Vermont, Vermont State Colleges System, and VSAC, and mandates that the Treasurer implement the new allocation starting in fiscal year 2029.
