This bill increases the amount of money transferred from the state's general fund to the state water plan fund, which is a fund dedicated to water planning and infrastructure. Specifically, it raises the annual transfer from $35,000,000 to $60,000,000 for several years, extending the program until July 1, 2031. A portion of the money in the state water plan fund is then transferred to two other funds: the water technical assistance fund, which provides grants for planning and engineering water infrastructure projects, and the water project grant fund, which offers grants for the construction, repair, or replacement of water infrastructure and can also be used to help pay off existing water project loans, with larger percentages of loan repayment assistance for smaller communities. The bill also adjusts the thresholds for when excess money in these two funds is transferred back to the state general fund or the state water plan fund, and it extends the existence of these two funds until July 1, 2031, after which their remaining balances and liabilities will be transferred to the state water plan fund, and the two separate funds will be abolished.
