This resolution commends Curtis Allen, an academic scholar and running back for the Virginia Union University football team, for winning the Harlon Hill Trophy in 2025. This trophy recognizes the National Collegiate Athletic Association (NCAA) Division II player of the year, serving as the division's equivalent to the Heisman Trophy. Allen made history as the first player from a Historically Black College or University (HBCU), the Central Intercollegiate Athletic Association (CIAA), and the Commonwealth of Virginia to achieve this honor. His exceptional 2025 season included leading all NCAA divisions in several offensive categories, rushing for over 100 yards in every game, setting a CIAA single-game rushing record, and establishing new NCAA Division II and CIAA single-season rushing records with 2,409 yards and 30 touchdowns. His performance also led his team to its third consecutive CIAA championship appearance and fourth consecutive NCAA Division II playoff appearance. In addition to the Harlon Hill Trophy, Allen received the Willie Lanier Award, CIAA Offensive Player of the Year, and HBCU GO Offensive Player of the Year honors, all of which are recognized by this resolution as testaments to his redefined athletic excellence and the pride he has brought to Virginia.
