This bill requires that all grant applications, information about how money is spent, reports, and other documents related to the rural health transformation program, which receives funding from federal law (specifically Public Law 119-21, section 71401, and potentially other federal laws), must be presented and provided to several state legislative bodies. This includes the State Finance Council, the House of Representatives Committee on Appropriations, the Senate Committee on Ways and Means, and the Legislative Budget Committee. The bill specifies that grant applications, after review by the Kansas Rural Health Innovation Alliance, must detail the recipient, the grant's purpose and planned spending, the location of expenditures and their local impact, and the intended outcomes. Additionally, information on expenditures from the program, any reports submitted to the Centers for Medicare and Medicaid Services (CMS), and quarterly reports from grant recipients on their progress toward achieving outcomes and key performance indicators must also be shared with these legislative committees. The Governor will be responsible for designating who presents this information.
