This bill, effective July 1, 2026, allows Kansas residents who own or lease passenger vehicles or trucks weighing 20,000 pounds or less to obtain distinctive license plates featuring designs authorized by Pheasants Forever, Inc., to promote both Pheasants Forever and Quail Forever. In addition to the standard registration fees, vehicle owners will be required to pay an annual "logo use royalty payment" of at least $25 and up to $100, as determined by Pheasants Forever, Inc., to the county treasurer. This royalty payment is necessary for the issuance and renewal of these special plates, and failure to pay it will result in the applicant needing to comply with standard registration requirements and return the special plate. The bill also specifies that these license plates are not transferable between individuals, though a plate can be transferred from a leased vehicle to a purchased one by the same owner, and that applicants must consent to the release of their motor vehicle record information, including their name, address, and royalty payment amount, to Pheasants Forever, Inc., and the state treasurer.
