This bill, known as the "Natalia Moore Law," requires school districts to accept transfer requests from students who are experiencing bullying in their current school, provided the parent or guardian can show evidence that the bullying has been reported, the school attempted to resolve it without success, and the child is suffering from it. Importantly, a student's history of truancy cannot be used to deny such a transfer, and the previous school must provide academic records to the new district within seven days of the transfer notice. Failure by a school district or its officials to comply with these transfer requirements can result in legal action for damages. The bill also amends existing law to clarify that school districts cannot charge tuition for nonresident students transferring under these new provisions, which are intended to provide a pathway for students escaping harmful school environments.
