This bill authorizes the state board of regents, which oversees state universities and educational institutions, to sell and transfer ownership of real property belonging to them or a state educational institution if its market value is $5,000,000 or less, without needing separate legislative approval for each sale. Before selling any property under this provision, the board must have it appraised by three independent appraisers to determine its market value, establish its own policies for these sales, and provide the legislature with an annual report detailing all such property sales that occurred in the preceding fiscal year. The money received from these sales will be deposited into the state treasury and credited to the appropriate special revenue fund for the board or the specific educational institution involved. This new process exempts these sales from certain other state laws regarding property disposal.
