This bill establishes the Statewide Air Medical Services Program within the Department of Health's Emergency Medical Services and Injury Prevention Systems Branch to improve coordination, oversight, and readiness of air medical services across Hawaii, which are crucial due to the state's geography and limited access to specialized care on neighbor islands. The program will be staffed by a dedicated state air medical director (a physician), a program manager, and a coordinator, with these positions being permanent and not reliant on temporary funding. The program will be authorized to provide clinical governance, develop statewide protocols, coordinate transport services to enhance timeliness and health equity, oversee quality improvement, and support disaster preparedness. To fund these activities, annual licensure and accreditation fees will be assessed for all air medical providers, and these collected fees will be deposited into the Emergency Medical Services Special Fund, specifically designated for the administration and support of the statewide air medical services program and its emergency management functions.
