This bill revises the criteria for state military awards and establishes new ones, clarifying who can present them and under what conditions. The Governor can award the highest honors, like the Governor's Cross for exceptional heroism or service, and the Distinguished Service Medal for meritorious service in positions of great responsibility, with the Adjutant General's concurrence required unless the Governor initiates the award. The Adjutant General can also present awards, including the Exceptional Service Ribbon for meritorious service during state emergencies, the Faithful Service Ribbon for six years of service in the Alabama National Guard with additional recognition for longer service, and specific medals for events like the Phenix City civil disturbance or service in Operation Desert Storm. New awards also recognize service during national emergencies like the Berlin Crisis and 9-11, extended service, first sergeant duties, honor guard service, recruiting excellence, basic training completion, and certificates of appreciation or extension for service to the State Military Department.
