This bill, effective July 1, 2026, allows Kansas residents who own or lease passenger vehicles or trucks weighing 20,000 pounds or less to obtain distinctive license plates featuring designs authorized by Pheasants Forever, Inc., to promote both Pheasants Forever and Quail Forever. In addition to the standard registration fees, owners will pay a "logo use royalty payment" of at least $25 and no more than $100, as determined by Pheasants Forever, Inc., to the county treasurer for each plate. This royalty payment is required annually for renewals, and failure to pay will result in the applicant needing to comply with standard registration requirements and return the special plate. The director of vehicles must approve the plate designs, and applicants must consent to their motor vehicle record information, including name, address, royalty amount, plate number, and vehicle type, being shared with Pheasants Forever, Inc., and the state treasurer as a condition of receiving and renewing these plates. The bill also allows for the transfer of these plates from a leased vehicle to a purchased one.
