This bill modifies existing Arizona law to expand and clarify the purposes and administration of the military transitional housing fund and establishes a new grant program for veteran-led organizations. Specifically, it amends the military transitional housing fund to allow monies to be used for project and construction planning, and for constructing comprehensive care facilities that offer supportive housing, medical, and behavioral health services, in addition to existing uses like rehabilitation and supportive services for veterans. The bill also clarifies that "designated federal monies" can include federal stimulus funds and those from affordable housing legislation, the Department of Veterans Affairs, or the Department of Housing and Urban Development, as long as they haven't been allocated for a specific purpose. Furthermore, it creates a new military transitional housing grant program administered by the Arizona Department of Housing, which will provide grants to veteran-owned and veteran-operated nonprofit organizations founded or led by Arizona resident veterans to construct various types of housing, including transitional housing, veteran housing, affordable housing, and homeless housing. Finally, the bill appropriates $7,000,000 from the state general fund for fiscal year 2026-2027 to the Arizona Department of Housing for this new grant program, with this appropriation exempt from lapsing.
