This bill amends existing law to exempt county elected officials, county candidates, and their campaign committees from a prohibition that prevents lobbyists from making or receiving campaign contributions during a state legislative session, including any extensions, recesses, holidays, and weekends, as well as the five days before and after a session. A lobbyist is defined as someone registered with the state ethics commission, and a session refers to a period when both houses of the legislature are meeting. This change means that lobbyists can now contribute to or accept contributions from county-level officials and candidates during these restricted periods, whereas before, such contributions were prohibited for all elected officials and candidates.
