This bill establishes a process for consolidating small school districts that are placed under receivership by the state board of education. If a school district with fewer than 300 students is put into receivership, it will be automatically consolidated with another school district. For high school districts, this consolidation will include the closest high school district and any common school district within its boundaries; for other types of school districts, it will be consolidated with the closest school district. The "closest school district" is defined as one that either borders the district in receivership or is the nearest adjacent district if no border exists, and which also serves the appropriate grade levels. The existing governing board members of the consolidated districts will continue to serve as the governing board of the new, larger district until the next general election, after which a new five-member board will be elected. The receiver appointed to the district will have modified powers, primarily focused on advising the new governing board on financial management and solvency, rather than directly managing the district's operations. The receiver will be dismissed once the new district is financially solvent, compliant with financial record-keeping standards, and the state board of education determines it can pay its debts and no longer needs the receiver's services.
