This bill transfers the responsibility for administering and enforcing ambulance standards from the Department of Transportation to the Department of Health, establishing a new Ambulance Certification Program within the Department of Health. This program will oversee the certification of ambulance services, including setting standards, requirements, tariffs (which are schedules of rates and terms of service), and service territories. The Department of Health will now handle applications, issue certificates, manage objections and public hearings, and have access to certified ambulance service records for enforcement purposes. The bill also renumbers and updates various sections of existing law to reflect this transfer, including definitions and duties related to ambulance services, and makes an appropriation of $100,000 to the Department of Health to implement these changes, with the transfer of responsibilities and the new regulations taking effect on January 1, 2027.
