It mandates that users, including minors, be clearly notified they are interacting with an AI, and requires operators to implement and annually update a "crisis intervention protocol" to detect and respond to users expressing suicidal thoughts, self-harm, or threats of violence by providing immediate access to crisis hotlines. Violations of this act are considered unfair or deceptive trade practices, with enforcement primarily handled by the Attorney General, and the bill clarifies that federal immunity laws will not shield companies from liability under this act, allowing for product liability claims for harm caused by defective AI design or foreseeable harmful outputs.
