This bill aims to ensure that school administrators' pay increases do not outpace those of classroom teachers, specifically by amending KRS 157.350 to stipulate that school districts receiving "support education excellence in Kentucky funds" cannot give their superintendent or any administrator a percentage pay increase greater than the average percentage pay increase provided to classroom teachers within that district, with limited exceptions for administrators involving significant changes in job duties or uniform pay increases for a job category, and also allows for waivers under certain conditions. The bill also makes conforming amendments to KRS 156.070 and includes provisions for the public disclosure of superintendent contracts and amendments, and establishes an emergency clause for Section 3 of the act, which deals with school turnaround plans and interventions for underperforming schools, to take effect immediately upon passage.
