This bill requires state agencies that manage agricultural leases, licenses, development programs, or procurement for agricultural products to give extra points or preferences to agricultural projects that include housing for their workers, known as agricultural workforce housing, which can be on-site, nearby, or secured through partnerships. This incentive is intended to help address labor shortages in Hawaii's agricultural sector, particularly on the neighbor islands where housing is scarce and expensive, and to support the state's goals for food security and economic diversification. The bill clarifies that this is an incentive, not a mandate, and does not override existing safety or land-use rules. The Department of Agriculture and Biosecurity is also required to report to the Legislature by 2027 on how this incentive program is being implemented, any challenges encountered, and recommendations for improvement. This bill will take effect on July 1, 2050.
