This bill establishes a two-year Fire Risk Management and Safety Documentation Pilot Program, overseen by a newly created Fire Risk Management and Safety Documentation Working Group, to enhance fire safety in condominiums across Hawaii. The pilot program aims to encourage insurers to consider fire safety mitigation in their pricing, provide fire safety workshops and educational materials to condominium residents and managers, and standardize the documentation of fire safety inspections and compliance. The working group, composed of representatives from the legislature, fire departments, condominium associations, property management companies, and insurers, will select a sample of condominiums to participate, collect data on fire incidents and costs, and create a portal for data sharing between associations and insurers. The ultimate goal is to reduce fire risks, potentially lower insurance costs, and increase confidence in multi-unit residential buildings, with the working group reporting its findings and recommendations to the legislature by 2027, and the program concluding by June 30, 2028. The Department of Law Enforcement will provide administrative support to the working group, and funds are appropriated for the program's activities.
