This bill authorizes the director of finance to issue general obligation bonds, which are loans taken out by the government, totaling $60,200,000 to fund various capital improvement projects, meaning significant construction or renovation projects, for the benefit of Hawaii's nineteenth representative district during the fiscal year 2026-2027. Specifically, it allocates funds for repairs and upgrades to Maunalua Bay beach park, electrical and air conditioning improvements, and the construction of a multipurpose health room and office at Aina Haina elementary school, as well as the design and construction of a comprehensive performing arts complex at Kaiser high school, and finally, for unforeseen costs to restore fresh artesian water flow to the Kalauhaihai fishpond. The appropriations will not expire at the end of the fiscal year but will lapse on June 30, 2028, if not fully used, and the bill takes effect on July 1, 2026.
