Bill Summary

AN ACT To amend Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, the "Quality Basic Education Act," so as to require the State Board of Education to adopt criteria for assessment and placement of students who are eligible for initial public school enrollment in first grade; to provide for parents and guardians of such students to elect for their children to be enrolled in kindergarten rather than first grade; to require the State Board of Education to adopt a model policy; to require local boards of education and other public school governing bodies to adopt placement and promotion policies; to provide for implementation; to provide for construction; to provide for related matters; to provide for an effective date and applicability; to repeal conflicting laws; and for other purposes.

AI Summary

This bill, the Quality Basic Education Act, mandates that the State Board of Education establish criteria for assessing and placing students who are eligible for first grade enrollment, ensuring that age or birthdate alone is not the sole factor for placement in kindergarten or first grade. It also grants parents or guardians the option to enroll their eligible children in kindergarten even if they qualify for first grade, and requires the State Board to create a model policy for placement and promotion that local school boards and other governing bodies must adopt. This new policy will be implemented starting with the 2026-2027 school year, extending the existing academic placement and promotion requirements to kindergarten and first grade.
