This bill appropriates $2,500,000 for the fiscal year 2026-2027 to the Hawaii Primary Care Association, a non-profit organization, to help fund the installation of solar-plus-storage microgrids at several community health centers across Hawaii, specifically those in medically underserved areas. These microgrids, which combine solar power generation with battery storage, are intended to ensure that these vital health centers can continue to operate even during power outages, such as those caused by natural disasters, and to reduce their long-term energy costs. An additional $196,000 is also appropriated for the same fiscal year to cover the administrative costs associated with managing this project, including program oversight, project and contract management, reporting, and financial stewardship, as well as planning for future expansion of similar initiatives. The bill emphasizes that these community health centers provide essential care to vulnerable populations, regardless of their ability to pay, and that this state funding is crucial to leverage private and other incentive-based funding to make these resilience projects a reality. This Act is set to take effect on January 30, 2050.
