This bill establishes a new law in Hawaii that prohibits the creation or maintenance of any encampment, defined as a tent, makeshift shelter, or any temporary structure used for habitation, within a one-hundred-foot "buffer zone" surrounding the property line of any pre-kindergarten through twelfth-grade public or private school or school facility. This prohibition applies to encampments on both public and private property, and violations can result in immediate removal and a fine of up to $200, in addition to potential trespassing charges. The law also mandates that law enforcement, in collaboration with schools, must provide information about housing and homelessness assistance programs to individuals displaced from these encampments and take custody of their personal belongings for safekeeping and return.
