This resolution establishes the Senate Study Committee on Improving and Increasing Recycling, a five-member committee appointed by the President of the Senate, to investigate challenges and opportunities within Georgia's recycling system. Recognizing population growth and economic expansion's strain on waste management, and the potential of recycling as an economic driver, the committee will examine issues such as infrastructure limitations, inconsistent collection, contamination, and insufficient in-state markets for recyclable materials like glass, aluminum, plastics, paper, and tires. The committee's duties include studying current capacity, barriers to improvement, opportunities for new end markets, the role of private industry, the effectiveness of existing programs, best practices from other states, data collection needs, infrastructure requirements, public education strategies, and necessary statutory or regulatory changes, with a goal of recommending actions or legislation to create a sustainable, market-based recycling system by December 1, 2026.
