This bill amends existing Hawaii Revised Statutes to add vehicle impoundment as a penalty for several motor vehicle-related offenses. Specifically, it allows for the impoundment of a vehicle if the driver is cited or arrested for reckless driving, or if a driver is found operating a vehicle without a valid driver's license, the required motor vehicle or liability insurance identification card, or a valid certificate of registration. The impounded vehicle will be held by the county until the owner presents proof of a valid driver's license, insurance, and registration, and pays all associated towing, storage, and processing fees, with a minimum impoundment period of forty-eight hours for reckless driving offenses.
