This bill requires the Department of Education to create and implement a standardized emergency response plan for public schools to manage immigration enforcement activities that occur on or within one thousand feet of school grounds during school hours or school-related events, with the goal of protecting student safety and minimizing disruption to education. This plan will include protocols for school officials when approached by immigration enforcement, procedures to ensure students are not questioned or detained without legal authorization, guidelines for communicating with parents and guardians, and mandatory training for school staff on legal requirements and student well-being. Additionally, the bill mandates that the department develop policies and procedures for immigration enforcement activity at school-sponsored events and on school buses or at bus stops when students are present, while clarifying that this does not obstruct lawful law enforcement or create a duty for school personnel to determine a student's immigration status. The bill also requires the department to report to the legislature annually on the implementation of this plan and will take effect on July 1, 3000.
