Bill Summary

AN ACT To amend Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, the "Quality Basic Education Act," so as to provide for early enrollment for students who have completed pre-kindergarten or kindergarten at a private school but who do not meet the age requirements for enrollment in kindergarten or first grade; to require the State Board of Education to establish guidelines for early enrollment and to develop a model early enrollment policy; to require local boards of education to adopt an early enrollment policy; to provide for a short title; to provide for an effective date and applicability; to provide for related matters; to repeal conflicting laws; and for other purposes.

AI Summary

This bill, known as the "Early Enrollment Act," allows children who have completed pre-kindergarten or kindergarten at a private school to enroll in public kindergarten or first grade, respectively, even if they don't meet the standard age requirements. The State Board of Education will establish guidelines for determining a child's readiness for these grades, considering factors like grades, assessment scores, and teacher recommendations, and will also develop a model policy for local school districts. By July 1, 2027, each local board of education must adopt its own early enrollment policy based on these state guidelines, which will include a process for parents to request early enrollment and an appeals process for denied requests. This change aims to provide an earlier educational opportunity for children who are academically prepared, regardless of their exact age.
