This resolution requests the Office of the Auditor to conduct a performance audit of the Department of Hawaiian Home Lands' (DHHL) "paper lease" or "project lease" system, which involves beneficiaries being awarded leasehold interests in a larger parcel before individual lots are subdivided and conveyed. The audit aims to assess the effectiveness and efficiency of this system, which is intended to facilitate project planning and accelerate beneficiary awards but may present challenges in lease clarity, recordkeeping, and beneficiary understanding. Specifically, the audit will examine how well the system advances homestead development, the duration and management of these undivided leases, administrative efficiency, internal controls, impacts on beneficiaries, compliance with laws and trust responsibilities, and potential improvements or alternatives. The findings and recommendations are to be submitted to the Legislature by early 2027.
