This bill authorizes the director of finance to issue general obligation bonds, which are loans backed by the government's full faith and credit, to raise $13,330,000 for capital improvement projects in Hawaii's ninth senatorial district during the fiscal year 2026-2027. These funds are specifically allocated for improvements at Aina Haina Elementary, including electrical updates, air-conditioning for classrooms and meeting areas, and the construction of a multipurpose office and health room, as well as for Waikiki Elementary, which will receive funding for a new multipurpose building with ground and site improvements and equipment, and a covered canopy for its play-court. The appropriations will remain available until June 30, 2028, and will be managed by the department of education for these designated projects, with the act taking effect on July 1, 2026.
