This bill expresses the California Legislature's intention to pass future laws that would implement a "bell-to-bell" restriction on students' use of smartphones throughout the entire school day, from the moment classes begin until they end. This is a step beyond existing law, which already requires school districts, county education boards, and charter schools to develop policies by July 1, 2026, to limit or ban smartphone use by students while they are on school grounds or under school supervision.
