This bill mandates that the State Department of Education develop or approve an artificial intelligence (AI) training program for members of county boards of education, defining "artificial intelligence" as a machine-based system capable of making predictions, recommendations, or decisions based on inputs and analysis. The program will include foundational training covering AI fundamentals, risks, policy development, student privacy, and procurement guidelines, as well as continuing annual training on AI technology developments, best practices in education, and new guidance. Members must complete the foundational training within one year of their term's start or by June 30, 2027, for those already in office on July 1, 2026, and then complete the annual training each subsequent year. This training can be delivered in person, online, or in a hybrid format, and members must submit proof of completion to their board president and the Department, which will also publish a report on members who haven't completed the training. The Department will also report on the program's effectiveness every two years.
