This bill mandates that the Hawaii Department of Education prohibit students from using electronic telecommunication devices, defined as any internet-connected device not issued by the department, during instructional hours, starting in the 2026-2027 school year, with exceptions for students with specific educational or health plans, teacher authorization for instructional use, and emergency situations. Additionally, the bill requires the department to develop and implement a comprehensive K-12 curriculum focused on social media and artificial intelligence literacy, covering topics such as the effects of social media on mental health, how platforms and AI influence behavior, the risks of AI-generated content like "deepfakes" or "AI slop," strategies for critical evaluation of digital information, online safety, and reporting harmful content. The department will also be responsible for periodically assessing the effectiveness of both the device ban and the literacy education, reporting its findings and recommendations to the legislature and the public three years after the bill takes effect and every five years thereafter.
