This bill authorizes the director of finance to issue general obligation bonds totaling $33,450,000 to fund various capital improvement projects for the fifteenth representative district in Hawaii for the fiscal year 2026-2027. These projects include improvements to the Kaumualii Highway and Lima Ola intersection, renovations and new construction at Samuel Mahelona Memorial Hospital, upgrades to the Kilauea radio repeater, development of a Wetland and Wildfire Education Center at Kawaiele, planning and construction for an emergency evacuation center and a Department of Land and Natural Resources (DLNR) baseyard on the west side, upgrades to DLNR offices on the west side, and improvements surrounding Nounou Mountain. The funds for these projects will be managed by specific state departments, including the Department of Transportation, Hawaii Health Systems Corporation, and the Department of Land and Natural Resources. The appropriations will not lapse at the end of the fiscal year but will expire on June 30, 2028, if unspent, and the act will take effect on July 1, 2026.
