This bill, titled the "Restoring America's Floodplains Act," amends the Agricultural Credit Act of 1978 to grant the Secretary of Agriculture new authorities regarding floodplain easements. Specifically, it allows the Secretary to restore and maintain the natural vegetative cover and water flow functions of lands protected by floodplain easements, which are agreements to protect flood-prone areas. To achieve this, the Secretary can enter into contracts with landowners and agreements with states, non-governmental organizations, and Indian Tribes. The bill also permits compatible economic uses on these lands, such as hunting, fishing, managed timber harvesting, and controlled grazing, as long as they don't harm the long-term protection of the floodplain's natural functions. Furthermore, the Secretary can implement restoration measures that go beyond immediate needs if it benefits the long-term health and protection of the watershed from recurring flood damage.
