This bill allows any party involved in a proceeding before the Administrative Hearing Commission (AHC), which is a state agency that hears certain administrative cases, to request a change of the assigned commissioner. Currently, the AHC proceedings generally follow the rules of chapter 536 of Missouri statutes, which outline administrative procedure. However, this bill creates an exception, allowing a party to simply file a written request for a new commissioner without needing to provide any reason or proof of bias. This request must be filed within specific timeframes: either twenty days after receiving notice of a complaint, thirty days after a commissioner is first assigned, or ten days after becoming an intervenor in the case, whichever is longer.
