This bill, titled the "Direct Classroom Funding Act," establishes a new system for distributing instructional funding directly to teachers within school districts. Under this act, each teacher will have a dedicated "Classroom Expense Account" funded directly from state accounts, with funds deposited proportionately. Teachers can also opt to have their Faculty Senate funds deposited into the same account for ease of use. These accounts are intended solely for classroom supplies and instructional materials, and teachers will be provided with a purchase card (often referred to as a P-card) to make these purchases. The bill specifies that teachers will have online access to view their account balances, and purchases made with the P-card will be exempt from typical district vendor registration and quote requirements. Additionally, all purchases made from these accounts will be publicly published online, accessible from the district's homepage, and the Office of the State Auditor will provide training on the proper use of these P-cards and allowable purchases.
